Since there seems to be some confusion about the magazine's status:
Electric Velocipede will be opening to submissions on August 1, 2009. I am working on an electronic submissions system with Neil Clarke and Grant Stone. We will announce how the process works on this blog come August 1 when we re-open to submissions.
I am no longer accepting paper submissions.
The magazine itself has never closed. We closed to submissions while working through our backlog, but we have continued to put out issues during that time. To quote myself from back in 2008:
I'm upping my production model to work through [the backlog] in a timely fashion. I'm publishing three issues this year (14, 15, and 16) and four next year (17, 18, 19, and 20), for a total of seven issues by the end of next year! And that's what we've done. 2008 saw the publication of issue 14, and a double issue 15/16; 2009 will see 17/18 (at the printer), and single issues 19 and 20 (being edited as we speak).
And then, I have nothing on backlog. So I need to re-open to submissions.
On August 1, 2009.

Wow, glad to hear you're getting through the backlog, John. Will definitely send you something in August.
